Assistant Field Director - East Coast

NDC seeks to add another full-time Assistant Field Director (Assistant Director). Assistant Directors assist Field Directors and other NDC staff in the delivery of NDC’s core services, including technical assistance and capacity-building, to local governments and non-profit corporations. Senior Director- Social Infrastructure & New Markets Tax Credits

Since the late 1980s the National Development Council has pioneered a nonprofit Public Private Partnership (P3) model that is largely geared toward funding social infrastructure in small and mid-sized cities. Our projects include municipal offices, city halls, justice centers, laboratories, parking garages, libraries, biomedical facilities, and hospitals. NDC has completed more than 3.7 million square feet of usable development space valued at over $2.0 billion in partnership with our government and nonprofit clients.

NDC thru HEDC New Markets Inc has been involved in the New Markets Tax Credit program since its inception in 2002. HEDC New Markets has received $754 million in Allocation from the CDFI Fund, a dept of the US Treasury. HEDC New Markets has closed 94 projects in 29 states over 9 Allocation rounds. The portfolio includes projects with both for-profit and nonprofit developers and represents a cross section of the nation’s communities – large and small, urban and rural. The portfolio includes manufacturing, community facilities, office buildings and residential mixed-use and retail facilities that provide much needed goods and services to low-income communities and low-income persons.

The position’s primary responsibility will be to manage all aspect of NDC’s Social Infrastructure program including origination, project management, and asset management of the existing portfolio. The position will also be responsible for overseeing the New Markets Tax Credit program including applying for allocation authority to the CDFI Fund, pipeline management, securing tax credit equity, underwriting, and closing projects for HEDC’s allocation when available, and asset management of the existing portfolio.

Small Business Lending- Program Analyst

The Program Analyst’s responsibilities will include preparing and reviewing internal financial records and schedules. It will also include reviewing detailed schedules prepared by external users for accuracy and communicating with external stakeholders, as well providing support to program management team members. The Financial Analyst will report directly to the NDC Controller and work closely with the Program Manager and Chief Financial Officer.

The position will be located in NDC’s New York City office and will involve occasional travel to attend internal meetings of staff and management.

Small Business Lending- Credit Analyst and Market Assistant

The Small Business Lending Team delivers NDC’s core small business services, including both SBA guarantee funding for Grow America Fund (NDC’s SBA-guarantee affiliate) and non-SBA loan products for Community Impact Loan Fund (NDC’s non-SBA small business lending affiliate). The role centers on two core responsibilities, which include underwriting (of both SBA and non-SBA loans) and marketing of NDC small business lending products. The CAMA will work under the general supervision of the GAF Senior Loan Officer, exercising significant latitude in the use of initiative and independent judgement in the performance of his or her responsibilities.
The position will service multiple GAF communities with specific concentration in the New York metropolitan area, upstate New York, and Delaware. These communities may change and there could be additions from time to time when working on COVID relief programs in response to the pandemic. During normal periods of business operation (outside of COVID 19), the job involves travel to visit potential borrowers and to attend internal meetings.
